NAJA Tournament Policy DocumentIntroductionThis policy document is drawn up to ensure uniform standards are maintained at all NAJA competitions. The policy document will outline the criteria and responsibilities of the hosting club as well as the responsibilities of all participating NAJA clubs and NAJA officials.1. Application to host a NAJA TournamentAny registered club may submit a written application to host a NAJA tournament. This application must be addressed to the Chairman and submitted to the NAJA Secretary at least three weeks prior to the intended date of the tournament. NAJA will respond within 5 working days of this request. Included in this application must be confirmation of compliance to the criteria as set out in this policy document.2. NotificationIt is the responsibility of the hosting club to notify the NAJA secretary of the following tournament details:
3. EntriesEntries will be on the day. Players will register at the door for which a suitable table, at least two officials supplied by the hosting club, NAJA weigh-in cards, writing material and a cashbox with a float of R200-00 must be available.The players will then proceed to the weigh-in areas provided and have their weight recorded on the weigh-in cards. The cards must then be taken to the official responsible for drawing up the pool sheets. 4. Tournament Criteria, Equipment and Responsibilities4.1 VenueThe venue shall be capable of housing at least two mats with sufficient seating for spectators, officials and judoka. The venue must have change room and toilet facilities for males and females which should be clean and serviced with sufficient toiletries to last throughout the duration of the tournament.4.2 MatsA minimum of two mats must be available and must comply with the following minimum requirements:a) 6 x 6 m contest areaWhere possible a warm up mat will be an additional bonus. 4.3 Weigh InThe weigh in will be conducted one hour prior to the start time of the tournament. It will be the responsibility of the hosting club to provide weigh masters who should at least be senior judoka or adults. The pool sheets will be used for weigh-in purposes and the weigh masters will be responsible for recording the judokas actual weight next to their names on the pool sheet.Scales will be provided by NAJA but it is the hosting clubs responsibility to make arrangements for the logistics of the scales. Judoka who are overweight will be moved up to the next division No late weighing in will be permitted. 4.4 First aidThe hosting club will be responsible to provide qualified first aid. The cost of this will be paid by NAJA.4.5 MedalsNAJA will provide the medals. The hosting club will be responsible for the presentation of the medals and must ensure that the medals are presented every half hour. A podium should be available.4.6 Public address systemA public address system must be available. This is the responsibility of the hosting club.4.7 CateringThe hosting club is responsible for catering and must ensure that all officials receive refreshments. Refreshments for officials will be paid for by NAJA.4.8 TablesThe hosting club must provide tables and chairs for officials. The NAJA Table Official Co-Ordinator will responsible to set up the tables and score boards as well as clocks, flags, etc.5. OfficialsAll participating clubs must provide at least two officials for the tournament, of which at least one must be a Dan Grade or senior judoka. The clubs must submit their officials' names to the NAJA secretary one week before the event and the officials must ensure that they are present for registration and a debriefing half an hour before the tournament starts.Any participating club that is unable to provide at least two officials must apply for an exemption in writing to the NAJA Executive. Applications must be submitted to the NAJA secretary. NAJA will provide a written response. Failure to comply with the above requirements will result in the clubs judoka being excluded from the competition. Officials will be required to wear black and white clothes, preferably NAJA shirts. 5.1 RefereesReferees will be required to register at the debriefing meeting which is to be held half an hour prior to the tournament starting time.Referees should be available to officiate for the duration of the competition unless they are competing. No referee may referee a fight where a family member or relative is competing. Referees may not all be from the same club and where possible the referees should be from three different clubs. For Trials a mat master should be present to assist referees but should not be able to over-rule the decision of the referees. 5.2 Table OfficialsTable officials will be required to register at the debriefing meeting which is to be held half an hour prior to the tournament starting tine.Table officials should be available to officiate for the duration of the competition unless they are competing. At least one senior judoka or adult must be present at each table. 6. CoachingCoaches are reminded of the NAJA code of conduct. Only if coaching chairs are available at the side of the mat will coaches be permitted to coach from the side of the mat. Intimidation of the referees will not be tolerated and bad mouthing the opposition like: "he is not attacking"; or “he is doing nothing” will also not be tolerated. Coaches will be permitted to coach their judoka only.In the event of any of the above misconduct or intimidation, the referee will stop the fight and request that the Mat Master or Referee Co-Ordinator intervene. If a coach persists with unsportsmanlike behaviour they will be asked to leave the venue and the disciplinary procedure will be applied. |
